He further stated that Washington remains open to providing humanitarian assistance to Cuba, including through neutral intermediaries such as religious organizations, provided that access is permitted by Cuban authorities.
The comments come amid heightened political tensions between the two countries, with recent US policy measures increasing restrictions on energy-related transactions involving Cuba and raising concerns about worsening fuel shortages on the island.
